Special Registration
With the amendment of the Medical Registration Ordinance in 2021, a new pathway is available for doctors who fulfill certain criteria to attain full registration without the need to take the Licensing Examination and go through a period of assessment. A Special Registration Committee is established under the Medical Council of Hong Kong to determine the list of Recognised Medical Qualifications (RMQ). The list of RMQ can be found at

A doctor can obtain full registration after obtaining specialist status in Hong Kong and engaging in full-time employment as a medical practitioner with Special Registration in a public healthcare institution for at least 5 years after obtaining specialist status.
To be eligible for the Special Registration Pathway, you need to fulfill either one of the following criteria:
- Being a Hong Kong Permanent Resident AND graduation from a medical school within the list of RMQ; or
- Graduation from a medical school within the list of RMQ AND obtaining a specialist qualification being awarded or recognized by the Hong Kong Academy of Medicine; or
- Having worked full-time in a public institution under Limited Registration for 5 years or more AND obtaining a specialist qualification being awarded or recognized by the Hong Kong Academy of Medicine
