The Hospital Authority (HA) is a statutory body established under the Hospital Authority Ordinance in 1990, responsible for managing 43 public hospitals and institutions, 49 Specialist Out-patient Clinics and 74 General Out-patient Clinics, as well as the related healthcare services in Hong Kong.
With a high level of Government subvention, HA is committed to providing Hong Kong citizens with high quality and efficient public hospital services, covering acute, inpatient, day and outreach, general and specialist outpatient, and allied health services, etc.. HA shoulders about 90% of inpatient needs in Hong Kong. In 2024-25, approximately 2.02 million inpatient and day inpatient discharges, and 8.69 million Specialist Outpatient (Clinical) attendances were recorded.
In line with the principle of the Government’s public healthcare policy - “No one is denied adequate medical treatment due to lack of means.”, HA, as the major service provider of public healthcare of Hong Kong, is dedicated to serving as a safety net for all. In exercising its functions in managing and developing public hospitals, HA advises the Government of the needs of the public for hospital services and of the resources required to meet those needs, and recommends to the Secretary for Health appropriate policies on fees for the use of hospital services. At the same time, HA is responsible for establishing public hospitals, and providing education and training of persons involved in hospital or related services.
The public healthcare system in Hong Kong is facing multiple challenges, posed by an ageing population and increasing prevalence of chronic diseases, coupled with rising medical costs due to technological advancement. In this regard, HA has been actively pursuing change and innovation to promote the sustainable development of public healthcare services. These include upgrading hospital hardware and re-orientating service models to increase service capacity, alongside leveraging advanced technology to streamline the workflow and enhance service efficiency. A multi-pronged approach is also adopted to retain and attract talents, so as to build a sustainable workforce to serve the public. We will continue to fulfill our mission of “Helping People Stay Healthy” and make every endeavour to safeguard the health and well-being of Hong Kong people.
