    【Hospital Authority Outstanding #Staff #Award 2023 - Mr Lee Kwok-hung】   Thinking From A Patient’s Perspective Awardee: Mr Lee Kwok-hung Nurse Consultant (Department of Accident & Emergency), Prince of Wales Hospital   #Nurse clinics are common in Hong Kong today, but they were a new concept a little over a decade ago. Lee Kwok-hung, Nurse Consultant in the Department of Accident & Emergency (A&E) at Prince of Wales Hospital (PWH), says new and improved service models are driven by patients’ needs and insists: “There is no ‘best’ – only better.” Kwok-hung was sent to Oxford in the United Kingdom with a colleague in 2006 for nine months to study ways to deal more efficiently with minor injuries, and helped set up Hong Kong’s first A&E nurse clinic at PWH when he returned. Nurses in the clinic deal with patients with minor injuries, such as fractures, dislocations, and injuries that require a cast or stitching. Patients are attended more quickly and the clinic has received positive feedback since it was set up. “It reduces the waiting time of patients as well as the pressure on A&E, which creates a win-win situation,” Kwok-hung observes. Nurses concentrate not only on the injury or illness itself but also the living environment of the patient, so they are able to tailor discharge plan. The clinic provides a one-stop service where possible, including assessment, investigation, follow-up appointment and referrals. Nurses who learn more advanced skills can help more patients and be rewarded with greater job satisfaction, Kwok-hung argues. “The power of one person is limited,” he says. “If more colleagues acquire nursing skills, more patients will benefit.” To enhance service standard and pass on expertise, Kwok-hung regularly organises training courses on stitching, abscess drainage, triage, reduction and other skills. Kwok-hung also thought up a way to ease the pressure on A&E during winter surge when long queues of patients wait for admission. He proposed prescribing medication to patients assessed for minor conditions, allowing them to have appropriate treatment and X-ray examinations in nurse clinics where needed, thereby relieving pressure on hospital beds and doctors. “You can understand a patient’s needs when you put yourself in his shoes,” Kwok-hung remarks.     Hospital Authority Nursing Schools Open for Enrolment The Professional Diploma in Nursing Programme (#PDN) of the three nursing schools under the Hospital Authority (HA) will be open for enrolment from now to 19 July 2024. The three #nursing schools located at Queen Elizabeth Hospital, Caritas Medical Centre and Tuen Mun Hospital will provide a total of 300 places this year. On completion of the PDN, graduates are eligible to apply for registration as a Registered Nurse (General) under the Nursing Council of Hong Kong. Individuals aspiring to join the nursing profession are welcome to apply. Starting from 2021, the HA has upgraded the Higher Diploma in Nursing Programme previously offered by the three nursing schools at Qualifications Framework (QF) Level 4 to Professional Diploma Programme at QF Level 5, which is equivalent to the QF level of a bachelor degree course. The PDN is characterised by a strong emphasis on both theory and practice, covering 30 core subjects with a wide variety of nursing theories and skills. The PDN also emphasises the concept of holistic care. Students are required to complete a minimum of 1,400 hours of clinical practicum, including placements in various specialties and departments in public hospitals, to accumulate comprehensive clinical experience. With the aid of diversified teaching methods and simulation training, the PDN aims to cultivate students into nursing professionals with both #clinical competence and a #caring spirit. Dr Danny Tong, the Chief Manager (Nursing) of the HA, said, "The HA has always attached great importance to nurturing the next generation of nursing professionals. Apart from providing basic nursing training through the nursing schools, we also offer continuous education and training opportunities for existing nursing staff. The HA will continue to enhance the remuneration and career ladder for the nursing grade, so as to ensure all-round development of our nurses. I encourage individuals who aspire to join the nursing profession to enrol in the HA nursing programmes and become our new nursing workforce to safeguard the health of the public." The HA plans to adjust the curriculum arrangements starting from the new academic year in September, so that students can complete the PDN in as early as three and a half years, subject to formal confirmation by the Nursing Council of Hong Kong. In addition, the School of General Nursing, Grantham Hospital, will continue to offer a two-year Enroled Nurses (General) training course this year, with 100 places available for enrolment.     Hospital Authority successfully held UK recruitment events Hospital Authority representatives participated in #recruitment events in London and Manchester of UK, organised by the HKSARG, for two consecutive days on April 20 and 21. The events were held with around 300 #medical students and medical practitioners participating in person or online. The delegation, composed of representatives from the HA, the two medical schools in Hong Kong and the Department of Health, in collaboration with the Hong Kong Economic and Trade Office, London and the Hong Kong Medical Society of the UK, promoted to overseas #healthcare talent the latest pathways for working in Hong Kong, registration arrangements, specialist training development, etc, all of which received an overwhelming response. The HA Chief Executive, Dr Tony Ko, said, "In addition to the recruitment event in London, we also visited another big city - Manchester. We are delighted to have the opportunity to meet with medical students and medical practitioners there in person and online to introduce the latest situation of the public healthcare system in HK. Their responses were very positive, as they acknowledged the various pathways to practicing in HK conveniently under the new registration scheme. We also exchanged views regarding working environment, remuneration packages, career prospects of working in the HK public healthcare sector as well as the advantages of healthcare services development. The participants were enthusiastic and expressed that they will seriously consider returning to serve patients in Hong Kong." Dr Ko said that the HA has strengthened its work in recruiting overseas healthcare talent, including establishing a Global Healthcare Professional Recruitment Centre to co-ordinate all overseas recruitment programmes. In addition to actively attracting medical students to return to HK to work upon graduation, the HA also hopes to attract overseas medical practitioners to serve patients by joining the HA. Therefore, the HA has integrated and simplified the recruitment process to provide a one-stop enquiry service through an online platform and instant messaging apps for healthcare professionals who are interested in working or taking part in exchanges in HK through various registration schemes and the Global Healthcare Talent Scheme, etc. The HA will arrange a designated team to contact and assist in matching them to suitable jobs, and assist applicants in arranging other procedures for working in HK, so as to make it as convenient as possible for overseas healthcare professionals to join the HA. The HA will maintain close contact with the participants and verify the qualifications of those interested in working in HK.     【Hospital Authority #Outstanding #Staff Award 2023 - Dr Lam Nai-man】   Transforming Lives with the Gift of Sight Awardee: Dr Lam Nai-man Consultant (Ophthalmology), Hong Kong Eye Hospital   “#Sight is the most valued sense when it comes to contacting with the outside world, so it gives me great pleasure to share with the patients the joy of recovering their sight after removing the gauze postoperatively,” says Dr Lam Nai-man, whose contentment has encouraged him to work at the Hong Kong Eye Hospital (HKEH) for 35 years since it opened. Dr Lam has expertise in corneal surgery. For patients with severe ocular surface diseases such as chemical injuries, the successful rate of a cornea graft surgery will be relatively low. “Modified Osteo-Odonto Keratoprosthesis is a procedure that uses the patient’s own teeth to support an artificial cornea. It helps prevent the graft rejection and restore the vision of the patients,” Dr Lam explains. “But the procedure is so complex that it is performed in less than five eye centres in the world.” Thus, Dr Lam has contacted foreign experts to arrange for conjoint surgery in Hong Kong for the benefit of near-total vision loss patients. “Despite the fact that it may only help a few patients, it’s a life-changing moment to go from blindness to sight restoration, and it is worth the effort,” he points out. Outside of the operating theatre, Dr Lam works actively to improve patient services, including streamlining the patient flow, promoting public-private partnerships to reduce waiting times of cataract and glaucoma treatment, and participating in corneal donations campaign. He has also taken part in developing a specialist outpatient queue management system (QMS) which deploys technology to replace manual registration, triage, and announcement, so that patients are well informed of the queuing status. “I believe that there are multiple solutions to every problem, so the most important thing is to have the determination to solve problems,” says Dr Lam. Dr Lam is committed to imparting his experience to our new generation and delivering knowledge to the doctors in General Out-patient Clinics (GOPCs). “One-third of the cases in HKEH are referred by GOPCs. Some cases are minor, such as suggesting patients with presbyopia wear a new pair of glasses,” he points out. “If we can train the doctors in the GOPCs to perform simple examinations and triage patients, the overall waiting times would be reduced, and the #ophthalmologists can focus more on serious cases.     【Hospital Authority Outstanding Team Award 2023 – Prince of Wales Hospital Multidisciplinary Complex Coronary Revascularisation Team】 One Divided By Zero Is Infinity “To the HEART Team, one divided by zero is infinity.” says the Multidisciplinary Complex Coronary Revascularisation Team of Prince of Wales Hospital (#PWH). “The life of a patient with complex coronary artery disease hangs by a thread, but seamless cooperation between teammates creates infinite life-saving possibilities.” The HEART Team is a multidisciplinary team which cares mostly for patients with complex #coronary #artery #disease involving multiple critical narrowing over three major coronary arteries. Blood supply to the heart can be restored by percutaneous coronary intervention (PCI), coronary artery bypass grafting (CABG), or medication. Experienced professors and young doctors from cardiology and cardiothoracic surgery meet once a week to discuss appropriate care plans for individual patients. “Physicians from the two specialties then meet the patient and his family to explain the advantages and risks of the different surgeries, so the patient can make a conscious decision.” say the Team members. Despite the increased workload in the early stage, it’s more important to streamline the workflow and let patients understand how the surgeries perform. This cooperation model benefits both medical professionals and patients. The Team says the weekly meetings strengthen communication between departments and ensure patients are treated as quickly as possible, successfully reducing one-third of hospital stay, which is around 1,000 days by this particular group of patients annually. The #HEART Team believes the prevailing cooperation model has laid a foundation for the ‘programme floor’ concept in the phase II redevelopment plan of PWH. The Team hopes to extend the cooperation model to the hospitals in the New Territories East and West clusters to benefit more patients.     【Hospital Authority Annual OSH Forum 2024 - Fostering Mental Health in the Workplace】 The Annual OSH Forum 2024 was held with great success from January to March, featuring two presentations by Clinical Psychologist Ms Venessa Poon and Psychiatrist Dr Sylvia Chen (JP), with the aim of highlighting the importance of #MentalHealth in the #workplace 💼 Ms Poon shared the intriguing topic of “Who Invented Work?” (邊個發明了返工?) to emphasize the importance of #CraftingWellbeing through self-reflection and the integration of mindfulness practices into daily routines. On the other hand, Dr Chen explored the topic “Is There a Stress-Free Job?” (邊度有份工無壓力?).
